David Tamisiea - Executive Director

David Tamisiea serves as the Executive Director of the North Dakota Catholic Conference. Davide came to the conference from the University of Mary, where he has served as the Dean of the School of Arts and Sciences since 2019. He has an extensive background in law, theology, Catholic social doctrine, and the Christian lay vocation. Dr. Tamisiea received his Ph.D. and M.A. in theology from Ave Maria University, his law degree from the University of Texas School of Law, and his bachelor's degree from the University of Notre Dame, where he double majored in pre-medicine and psychology. David lives in Bismarck with his wife Seana and their six children.

Christopher Dodson - Interim Co-Director and General Counsel

Christopher Dodson is the Interim Co-Director and General Counsel for the North Dakota Catholic Conference.

Originally from inland Southern California, Dodson received his bachelor's degree from the University of California at Riverside in 1986 and his law degree from the University of California at Berkeley in 1989. While in law school he was received into the Catholic Church.

After law school, Dodson returned to Southern California and worked as a litigator for a large firm. During that time he looked for opportunities to serve the church by writing articles and becoming involved in pro-life and social justice causes. 

He and his wife, Rosalie, chose to move to her native state of North Dakota and an opportunity to work for the North Dakota Catholic Conference quickly presented itself.

Dodson started with the North Dakota Catholic Conference in 1994 as its health care advocate and began as the executive director in 1995. Dodson immediately worked to channel the power of the internet to extend the reach of the conference.

As the Executive Director, Dodson drafted and helped shepherd the enactment of legislation on various issues including the protection of human life, religious freedom, the family, and care for the poor.

Dodson served as a consultant to the USCCB Committee on Pro-Life Activities, a board member of the National Catholic Rural Life Conference, vice-president and president of the National Association of State Catholic Conference Directors, a member of the ad hoc pro-life legal advisory group of the USCCB General Counsel’s office. He is a member of the National Diocesan Attorneys Association. His articles have appeared in diocesan publications, the
New Oxford Review, America, Catholic Rural Life, and the National Catholic Bioethics Quarterly.

In 2023 Pope Francis bestowed Dodson with the Pro Ecclesia et Pontifice Cross for distinguished service to the “Church and Pope.” Also known as the “Cross of Honor,” it is one of the highest honors that the Pope can bestow upon a member of the laity.

Dodson stepped down as the conference's executive director, effective November 1, 2023. He will serve as a co-director and general counsel during the transition to David Tamisiea's directorship.

Stacey Pliiger - Associate

Stacey Pfliiger is an Associate for the North Dakota Catholic Conference, the public policy voice of the Catholic Bishops of North Dakota.

Ms. Pfliiger received her associate degree from North Dakota State College of Science, Wahpeton, and her bachelor degree from the University of Mary, Bismarck.

Ms. Pfliiger started with the North Dakota Catholic Conference in 2011 after spending the previous 13 years working for another non-profit organization working closely with the North Dakota Catholic Conference on many important pro-life issues.

Ms. Pfliiger was raised in western North Dakota and is a proud North Dakotan and life-long member of the Diocese of Bismarck. Ms. Pfliiger stays active in her parish community and small town. She and her husband Scott are parents to three adult daughters and reside in Washburn, ND.


What We Do

The North Dakota Catholic Conference acts on behalf of the Roman Catholic bishops of North Dakota to respond to public policy issues of concern to the Catholic Church and to educate Catholics and the general public about Catholic social doctrine.
